How reasonable is reasonable?

reasonable prior notice中reasonable指什么？通知内容合理还是提前量合理，即：不用太急([very]short notice)，也不用很早？常见译文"合理通知"中的"合理"不明不白，含糊其间，有导致讼累或者争议的可能，比如提前量合理内容不合理的通知或者提前量不合理内容合理的通知算不算"'合理'通知"？
